Licensed Exterior Elevated Element Inspections for Apartment Owners and HOAs — San Gabriel Valley & Greater LA
The deadline is here. California's mandatory balcony and deck inspection laws — Senate Bill 721 and Senate Bill 326 — require property owners to inspect all exterior elevated elements on multi-family buildings, or face penalties, liability exposure, and potential tenant displacement orders.
Uni Construction provides licensed, thorough, and code-compliant balcony and exterior elevated element inspections for apartment building owners, property managers, and HOA communities throughout Los Angeles and the San Gabriel Valley, with fast scheduling and inspection reports built for city submission.

Are You Required to Inspect? Here's How to Know.
Senate Bill 721 — Apartment & Rental Buildings
If you own or manage a rental apartment building with 3 or more units in California, SB-721 applies to you. Under Health & Safety Code §17973, you are legally required to have all Exterior Elevated Elements inspected.
Initial inspection deadline: January 1, 2026
Re-inspection required every 6 years
Applies to balconies, decks, walkways, landings, and stairs 6 feet or more above grade
Structural wood framing and waterproofing must both be evaluated
Failure to comply can result in city-ordered repairs, fines, and significant liability if deterioration is left unaddressed.
Senate Bill 326 — Condominiums & HOAs
If your building operates under an HOA or common-interest development structure, SB-326 applies instead under Civil Code §5551.
Initial inspection deadline: January 1, 2025
Re-inspection required every 9 years
Applies to all common-area exterior elevated elements
Must be performed by a licensed architect or structural engineer
If you're not sure which law applies to your property, talk to an inspector and we'll identify the correct path quickly.

What We Inspect
Every Uni Construction inspection covers the full scope required under SB-721 and SB-326.
Balconies and decks — structural framing, decking surface, and attachment to the building
Exterior walkways and corridors — framing condition, deflection, and drainage
Landings and entry platforms — waterproofing, structural connections, and deterioration
Exterior stairways — stringers, treads, and structural attachment points
Guardrails and railings — code compliance, structural adequacy, and corrosion
Waterproofing systems — membrane condition, flashing, and drainage slope
Structural framing — exploratory openings where water intrusion or concealed deterioration is suspected
What You Get — The Inspection Report
Your inspection report needs to hold up to city scrutiny, communicate clear conditions to owners or boards, and identify whether immediate action is required.
Condition assessment for each inspected element, rated by severity
Waterproofing and drainage evaluation
Estimated remaining service life per element
Photo documentation of findings
Identification of hazardous conditions requiring immediate action
Repair recommendations prioritized by urgency and safety
City-ready formatting for building department submission when reporting is triggered
No vague language and no non-answers. You receive a clear, actionable report that shows exactly where the property stands.
Why Property Owners Choose Uni Construction for Inspections
Most inspection firms stop at the report and leave you to source repairs, compare contractors, and manage next steps yourself. Uni Construction approaches inspections with a contractor's understanding of how these conditions are actually repaired, permitted, scheduled, and priced.
That makes the report more practical and more defensible. When deficiencies are found, you already have a licensed contractor who understands the building and can move directly into the repair phase.
